Digital Transformation of the Holy Capital Municipality from the Perspective of its Employees : a Case Study

Abstract

The current study mainly aims to identify the challenges facing the Holy Capital Municipality regarding digital transformation from the perspective of its employees. These obstacles were divided into four sections: the extent of administrative readiness for digital transformation, technical obstacles, obstacles facing human resources management, and administrative and financial obstacles. The study was based on a sample of (150) employees of the Holy Capital Municipality. The study as a whole reached the following results:
1. The overall average degree of availability of administrative readiness for digital transformation was “Agree,” with an overall average of (3.54) and a standard deviation of (0.983).
2. The overall average degree of approval for technical obstacles was “I agree,” with an overall average of (3.43) and a standard deviation of (0.921).
3. The overall average degree of approval of organizational and human obstacles was “neutral” with an overall average of (3.13) and a standard deviation of (1.001).
4. The overall average degree of approval of administrative and financial obstacles was “neutral” with an overall average of (3.38) and a standard deviation of (0.875).
